Prepare the Orange Base
- Whisk orange gelatin and unflavored gelatin with boiling water for 2 minutes until fully dissolved.
- Stir in chilled vodka. Pour onto a parchment-lined rimmed baking sheet. Chill for 45 minutes until set but tacky.
Add the Cream Layer
- Bloom unflavored gelatin in cold water, dissolve with boiling water, and stir into sweetened condensed milk.
- Gently pour the cream over the orange layer. Spread thinly with an offset spatula. Chill for 4+ hours.
Roll and Slice
- Starting from the long side, tightly roll the jello sheet into a log using the parchment paper to guide you.
- Slice into 1-inch cylinders with a warm knife. Top each with a mint sprig and orange zest.
